It's a steam boiler used in Banalistan to shrink people who are found guilty of being too tall. It is against the law to be more than 2" taller than the tallest member(of corresponding gender) member of the royal family.
The country really has come a long way in human rights, up until only a few decades ago, the law would be enforced by axe(although you got to choose the end of your body to be trimmed).
