    This was actually in the former Transvaal province of South Africa around the early 90's, and the performer was dancing in the street in protest against the state-sanctioned murder of opponents during the liberation struggle against apartheid - hence the pistol against his head. The tyre around his waist symbolised his protest against the barbaric public necklace murders committed by the liberation movement, which entailed setting a tight-fitting, petrol-soaked tyre alight around the body of someone suspected of colluding with the apartheid police. The draconic state of emergency laws of the period prohibited any freedom of expression which called for a regime change. Except for expression through the arts (which the authorities and security police couldn't understand), no-one could voice the call for liberation without risking being locked up in jail without trial for years!
